San Joaquin County Environmental Checklist <br /> Sensitive Receptors <br /> Noise-sensitive land uses are generally defined as locations where people reside <br /> or locations where the presence of unwanted sound could adversely affect the use <br /> of the land. Noise-sensitive land uses typically include residences,hospitals, <br /> schools,libraries, and certain types of recreational uses. Sensitive receptors in <br /> the vicinity of the landfill facility comprise a residence located on the landfill <br /> property near East Harney Lane and five rural residences within 1.0 mile of the <br /> permitted landfill footprint. <br /> Noise Standards <br /> San Joaquin County General Plan Noise Element <br /> The noise section of the San Joaquin County General Plan states that 65 dB Ldn <br /> or less is considered acceptable for residential development and that <br /> development shall be planned and designed to minimize noise interference <br /> from outside noise sources. For schools,group-care facilities, and hospitals, 60 <br /> dB Ldn or less is considered acceptable. This is a planning standard and not an <br /> enforceable regulation. <br /> San Joaquin County Municipal Code <br /> The County's regulation relating to noise is contained in Chapter 9-1025.9 of the <br /> County's Development Title. Noise associated with construction activities that <br /> occur between 6:00 a.m.and 9:00 p.m.,Sunday through Saturday are exempted <br /> from the provisions of the County's noise ordinance. Heavy equipment is in use <br /> at the site from 7:00 a.m.to 5:30 p.m and is therefore exempt from this <br /> ordinance. Further,noise associated with work performed by private or public <br /> utilities in the maintenance or modification of its facilities is also exempted from <br /> the provisions of the County's noise ordinance. The regulations pertaining to <br /> stationary and transportation noise sources are discussed below. <br /> Stationary Noise Sources <br /> The County's code stipulates that new noise-sensitive sensitive receptors shall <br /> not be exposed to noise from stationary noise sources in excess of the noise level <br /> standards specified in Table 2-7.
