San Joaquin County Environmental Checklist
Onsite equipment operations are controlled by properly maintaining mufflers and
construction of berms around portions of the landfill facility. To control birds,
propane cannons are used to scare birds away from the active landfill face.
The proposed project would extend the closure date of the landfill from the
current estimated date of 2036 to approximately 2048,and increase the maximum
daily disposal tonnage limits from the current permit limit of 825 to 1,200 tons of
refuse per day. The potential increase in noise generation due to increased daily
trips will be evaluated in the EIR however the impact is expected to be less than
significant.
b. Activities associated with earthmoving(excavation,grading,and soil-cover
placement)may result in some minor amount of ground vibration. Vibration from
non-impact landfill operations is typically below the threshold of perception when
the activity is more than about 50 feet from the receiver. Because landfill
operations will not involve high-impact activities, such as pile driving, and
receivers are located more than50 feet from earthmoving activities, this impact is
considered less than significant, and no mitigation is required.
c,d. As described above under"a,"the proposed project's potential to result in an
increase in noise generation will be evaluated in the EIR. This is considered a
potentially significant impact.
e. The proposed project is located more than 5 miles from the nearest airport;
therefore,no noise impacts related to air traffic are expected. `
f. The proposed project is not located within the vicinity of a private airstrip. No
impacts would occur.
Notice of Preparation for the June 2006
North County Recycling Center and Sanitary Landfill 2-64
Permit Revision J&S 06307.06
