Describe policies and procedures for handling E -Waste and Universal <br />Waste. <br />Maps and Drawings <br />In the DEIR provide accurate and to scale maps and drawings delineating the different areas of the <br />landfill and transfer station. Include buildings, existing waste footprint, recycling storage areas, gas <br />flares, well locations, traffic flow and property boundaries. <br />CEQA & Environmental Justice <br />The Board, in its Strategic Plan, has made a commitment to Environmental Justice. More specifically we <br />appreciate the state's diversity and act to protect the environment and public health and safety in a manner <br />that ensures the fair treatment of people of all races, cultures and income levels. The Board is committed <br />to reducing or eliminating any disproportionate impacts of pollution identified in any community, <br />including low-income and minority populations. The staff report written for the Board members to assist <br />them in their decision making process includes an analysis of Environmental Justice. Please address the <br />issue of Environmental Justice in the environmental document as it relates to this proposed facility. <br />Final Closure <br />Indicate the anticipated closure date of the landfill under the proposed project. Indicate whether the <br />maximum or peak elevation is waste or with final cover. If final cover is to be added what will be the <br />final elevation? <br />Cumulative Impacts <br />It is important that the DEIR address the cumulative impacts resulting from the proposed project as well <br />as those incremental impacts resulting from the proposed projects' implementation. <br />Potentially Significant Environmental Impacts <br />The Lead Agency has identified several potentially significant project related impacts in the NOP. Most <br />potentially significant project related impacts may be reduced to less than significant levels by project or <br />design features and/or mitigation measures. It may be that one or more potentially sigpificant <br />environmental impacts cannot be avoided if the project as proposed in this NOP is implemented. If there <br />are significant impacts after design features or mitigation measures are implemented it will be necessary <br />to prepare and adopt a Statement of Overriding Consideration. If it is necessary to prepare a Statement of <br />Overriding Consideration, please forward a copy to the Board prior to adoption for our review. In order <br />for the Board to concur on a Solid Waste Facilities Permit with significant impacts after mitigation, it is <br />necessary to either adopt your Statement of Overriding Consideration as their own or prepare a separate <br />Statement of Overriding Consideration. <br />er ii . <br />Board staff requests copies of any subsequent or revised environmental documents in addition to the Draft <br />and Final Environmental Impact Reports. Any subsequent or revised environmental documents should be <br />circulated through the State Clearinghouse as required in 14 CCR § 15205(a) of the CEQA Guidelines. <br />The Board requests being noticed of the date, time and location of any public hearings regarding the <br />project proposal at least ten days in advance. <br />Board staff has no further comments on the project as proposed at this time. Thank you for the opportunity to <br />comment on this project in the early planning stages. Board staff is available for any planned scoping <br />meetings, workshops or other public meetings.
