Box 1810 <br />Stockton, CA 95201 <br />We have reviewed the subject reports, as prepared and certified by the San Joaquin County <br />Department of Public Works, Solid Waste Division. The reports were submitted by the <br />required due dates and are found to be complete. However, in accordance with Waste <br />Discharge Requirements (WDRs) No. R5-2002-0219 and Title 27, Section 20415, the <br />Discharger is required to retest monitoring wells containing detectable concentrations of <br />volatile organic compounds (VOCs) "at the same location to determine whether there has <br />been a release from the Unit or the detection was a false detection." Based on a review of the <br />1St and 2nd semester groundwater data, it appears the Discharger neglected to "retest" for <br />VOCs and other contaminants of concern (COC) as required by the WDRs and Title 27. <br />Future detects of VOCs and other COCs above the method detection limit (MDL) require <br />retest by the Discharger to comply with the WDRs and Title 27. Retests not conducted will <br />result in further enforcement by staff. <br />Enclosed is a Monitoring Report Compliance Checklist for your consideration.
