It is our intent that
Shaw Environmental Inc measure the shear strength of these materials, and determine if the height
of the refuse over Modules 1 and 3 can be safely increased. If so, we may be able to change the
drainage direction from eastward (as it is presently) to westward (conforming to the desired final
closure drainage). The County would also benefit from additional air -space.
The samples would be taken from an easily accessible area near the southeast corner of Module 3
where refuse has yet to be placed. The fabrics are under approximately two feet of soil which can
be removed easily. I will be present during the removal of the earth and collection of the fabric, and
will verify that the liner has not been damaged. Shaw has recommended that the area from which
the fabric is taken be covered with GCL to prevent soil from entering the drain net. The GCL is
flexible, will conform to the surface on which it is placed, and will protect the HDPE liner.
It may be important that these fabrics do not extend into the anchor trench and therefore do not rely
on the anchor trench to remain in place. They were placed by Landfill operations staff after the
HDPE membrane and anchor trench were installed.
If you have any questions or comments, please contact me at 468-8504.
W.
