0
SAMPLING METHOD
C_ J
A rectangular area of the fabrics approximately 6 ft x 5 ft will be exposed to allow the collection of
a section approximately 3 ft x 4 ft in area. This exposure area will provide approximately one foot
of undisturbed fabric around the sampled fabric. Site safety protocol will be followed during the
sampling.
The depth of the fabric will be determined by careful hand -digging at several locations within the
sampling area prior to removing significant portions of the operations soil layer. At this time, it is
anticipated that the operations soil layer will be removed by manual labor using shovels and
brooms. The soil from the sampling area will be stockpiled adjacent to the sampling area.
Once the fabric is exposed, the sample of the geo-net and the non -woven geotextile fabric will be
removed using metal snips or equivalent. The exposed HDPE will then be inspected for damage.
If the HDPE is intact, it will be covered with a single piece of GCL overlapping minimum of six
inches around all edges of the rectangular sampling area (Figure 3). The purpose of the GCL is
to prevent rainwater from carrying soil into the geonet drain layer as the rain percolates through
the operations layer. After the HDPE liner is covered with GCL, the operations layer soil will be
replaced.
Sampling of the fabric and restoring the operations layer is expected to be completed in one day,
which will be selected to ensure no rain during the procedure. Under no circumstances will the
HDPE liner be left exposed overnight.
This work will be in the presence of an engineer licensed in the State of California, who will
document the removal of the sample and certify the condition of the HDPE liner beneath the
fabrics until the liner is again covered.
SAMPLING AREA REPAIR CONTINGENCY
If, in spite of precautions, the HDPE liner is damaged during the collection of the fabrics samples,
the area will be secured with protective fabrics and repair scheduled. The HDPE liner will be
repaired by seam welding or welding a cap of compatible HDPE liner material over the damaged
area according the damage being repaired. Repair will be completed and tested, and certified by
a third -party CQA firm, such as Vector Engineering, in accordance with the repair procedures
used during the installation of Module 4. Documentation of this repair will be submitted to the
LEA and the Regional Water Quality Control Board with certification by that firm.
N:\1 North County\Airspace\Work Plan -Fabric Samp-NC-3-25-07.doc
Work Plan -Fabric Sampling at Module 3 Solid Waste/Public Works
North County Sanitary Landfill Page 2 of 2 San Joaquin County — March 28, 2007
