Mr. Todd Del Frate -2- <br />ANNUAL REVIEW OF FINANCIAL ASSURANCES FOR CLOSURE, POSTCLOSURE <br />MAINTENANCE, AND CORRECTIVE ACTION AT THE NORTH COUNTY RECYCLING <br />CENTER AND SANITARY LANDFILL (WASTE DISCHARGE REQUIREMENTS ORDER <br />NO. R5-2002-0219) <br />Corrective Action <br />The cost of corrective action was estimated to be $155,484.00 (2006) which was found <br />to be sufficient per your letter of January 9, 2007. <br />Historically, San Joaquin County has demonstrated compliance with financial assurance <br />requirements for corrective action by submittal of a certificate of Self -Insurance and Risk <br />Management. Upon review, we do not believe that this is an acceptable mechanism for <br />this category of financial assurance, and propose that we change the demonstration <br />mechanism. <br />It is our intent to use a Pledge of Future Revenue as the financial assurance mechanism <br />for corrective action at this landfill and the County's other three landfills. The cost <br />estimates for two of these landfills are presently under development. After Water Board <br />staff finds that the new estimates for these other landfills are reasonable, we will submit a <br />request to the Board of Supervisors that an Order be issued establishing Pledge of <br />Future Revenue as the financial assurance for corrective action. <br />If any additional information is required, please contact Joyesh Chandra, Engineer I, at <br />(209) 468-3066. <br />Sincerely, <br />f' <br />W.
