San Joaquin County Project Description <br /> Increasing the permitted landfill height would not affect the production of <br /> dust. <br /> Vector Control <br /> Disease vectors(e.g.,flies, rodents)are controlled by applying daily cover in <br /> accordance with CCR Title 27 and the operating permit. In addition,site <br /> personnel inspect the site for any signs of vector activity. If such activity is <br /> 1 <br /> pg,&. observed,a vector eradication program will be implemented using a professional <br /> / pest controller, if necessary. Bait for rodents and/or squirrels may also be used. <br /> _, <br /> ;r4 <br /> �lPo,rz Sea gulls are also attracted by the presence of edible food waste. These birds are <br /> protected under the Migratory Bird Treaty Act(16 U.S.C. 703-712)and <br /> therefore cannot be killed. The operator implements bird-deterrent and <br /> harassment techniques that include the use of propane cannons,a nonlethal <br /> measure to drive the birds from the site. <br /> Vector control practices would continue under the proposed permit revision as <br /> long as the facility receives refuse for disposal or transfer elsewhere. These <br /> practices would not be noticeably affected by increased daily disposal tonnage, <br /> increased incoming refuse vehicle trips, or increasing the permitted landfill <br /> height. <br /> Odor Control <br /> The operator implements odor control measures at the landfill;these measures <br /> typically include promptly covering waste—and the accompanying offensive <br /> odors—with soil(see Landfill Gas Control below). <br /> Odor control practices would continue under the proposed permit revision. <br /> These practices would not be significantly affected by the proposed increase in <br /> daily disposal tonnage, incoming refuse vehicle trips, or landfill height. <br /> Litter Control <br /> Litter is controlled by the use of permanent litter fences placed near the landfill <br /> area and along the perimeter of the modules as waste disposal progresses. <br /> Temporary fences are placed downwind of the working face to catch wind-blown <br /> litter. In addition,the waste is covered as quickly as possible to reduce wind- <br /> blown litter. In general,the landfill facility is monitored daily for accumulated <br /> litter. <br /> Litter along public roads leading to the landfill property is reduced by the <br /> existing County policy that requires tarps to be placed over open loads <br /> (Kleinfelder 2005).
