San Joaquin County Project Description
Increasing the permitted landfill height would not affect the production of
dust.
Vector Control
Disease vectors(e.g.,flies, rodents)are controlled by applying daily cover in
accordance with CCR Title 27 and the operating permit. In addition, site
personnel inspect the site for any signs of vector activity. If such activity is
1
pg,&. observed,a vector eradication program will be implemented using a professional
/ pest controller, if necessary. Bait for rodents and/or squirrels may also be used.
_,
;r4
lPo,rz Sea gulls are also attracted by the presence of edible food waste. These birds are
protected under the Migratory Bird Treaty Act(16 U.S.C. 703-712)and
therefore cannot be killed. The operator implements bird-deterrent and
harassment techniques that include the use of propane cannons,a nonlethal
measure to drive the birds from the site.
Vector control practices would continue under the proposed permit revision as
long as the facility receives refuse for disposal or transfer elsewhere. These
practices would not be noticeably affected by increased daily disposal tonnage,
increased incoming refuse vehicle trips, or increasing the permitted landfill
height.
Odor Control
The operator implements odor control measures at the landfill;these measures
typically include promptly covering waste—and the accompanying offensive
odors—with soil(see Landfill Gas Control below).
Odor control practices would continue under the proposed permit revision.
These practices would not be significantly affected by the proposed increase in
daily disposal tonnage, incoming refuse vehicle trips, or landfill height.
Litter Control
Litter is controlled by the use of permanent litter fences placed near the landfill
area and along the perimeter of the modules as waste disposal progresses.
Temporary fences are placed downwind of the working face to catch wind-blown
litter. In addition, the waste is covered as quickly as possible to reduce wind-
blown litter. In general, the landfill facility is monitored daily for accumulated
litter.
Litter along public roads leading to the landfill property is reduced by the
existing County policy that requires tarps to be placed over open loads
(Kleinfelder 2005). Any vehicle arriving at the scale house without a tarp is
Notice of Preparation for the June 2006
North County Recycling Center and Sanitary Landfill 1-6 J8S 06307.06
Permit Revision
