San Joaquin County Environmental Checklist
Records Search
On May 10,2005,staff researchers at the Central California Information Center
(CCIC)of the California Historical Resources Information System conducted a
records search for the proposed project and a 0.5-mile radius from the project
area(CCIC File No. 5747L). The state's database of previous studies and known
cultural resources, as well as pertinent historic maps and historical inventories,
was consulted as part of the records search.
The records search indicated that the project area has not been previously
examined. One archaeological study has been conducted within a 0.5-mile radius
of the landfill property(Peak and Associates 1980).
No known prehistoric or historic cultural resources have been identified within
the landfill facility. One study immediately west of the landfill property has been
conducted(Peak and Associates 1980). No prehistoric or historic resources were
discovered as a result of that study. One unrecorded historic feature,a portion of
the Mokelumne Aqueduct,is located northwest of the landfill property. The
California Department of Transportation—Local Bridges Agency, San Joaquin
County, references Bridge 29C-0380,Atkins Road over Middle Paddy Creek,as
not considered eligible for listing in the NRNP.
Native American Consultation
On May 5,2005,Jones& Stokes cultural resources staff contacted the NAHC
and requested that they consult their sacred lands database and provide a list of
potentially interested Native American representatives for the area. On May 13,
the NAHC responded, stating that the search of their sacred lands file failed to
indicate the presence of Native American cultural resources within the area, and
provided a list of interested Native American representatives or agencies. Jones
& Stokes sent contact letters describing the project with attached maps of the
area to all representatives or agencies on May 1702005. No comments or
concerns were raised as a result of this consultation.
Impact Discussion
a,b. No cultural resources meeting CEQA definitions of a historical resource or a
unique archaeological resource were identified in the landfill facility, and the
proposed project is not anticipated to cause a substantial adverse change in the
significance of such resources. However, there is always the possibility that buried
cultural resources may be located within the project area. Damage to or destruction
of such resources, although such an occurrence is highly unlikely given the existing
disturbance of the site, would be considered a potentially significant impact.
Should subsurface resources be discovered during construction, implementation of
Mitigation Measure CR-I would reduce this impact to a less-than-significant level.
Notice of Preparation for the June 2006
North County Recycling Center and Sanitary Landfill 2-35
ass 06307.06
Permit Revision
