The Emergency Response Procedures were not submitted for 2018, 2019, 2020, and 2021. The <br /> Emergency Response Procedures have not been submitted since August 30, 2017. <br /> REGULATION GUIDANCE: Per H&SC 25508.2, the business owner/operator shall annually review and certify that <br /> the business plan is complete, accurate, up-to-date and in compliance with Section 11022 of Title 42 of the United <br /> States Code. An annual electronic submittal satisfies these requirements. The annual business plan shall be <br /> submitted/certified by January 15 of each calendar year and may be submitted beginning November 1 of the <br /> previous year. <br /> CORRECTIVE ACTION: Immediately log into the CERS at http://cers.calepa.ca.gov/, review and submit/certify the <br /> current information. <br /> OBSERVATION: The emergency response(ER) procedures were lacking or inadequate. Section C. is not <br /> complete. The phone number for the Local Unified Program Agency (UPA/CUPA), the San Joaquin County <br /> Environmental Health Department(209-468-3420) has not been identified. <br /> REGULATION GUIDANCE: A business plan shall include the following emergency response procedures for a <br /> release or threatened release of hazardous materials, including, but not limited to, the following: <br /> - immediate notification of local emergency personnel and the Environmental Health Department (EHD) <br /> - procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br /> persons, property, or the environment <br /> -evacuation plans and procedures, including immediate notice, for the site <br /> CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br /> http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br /> These were corrected on site. <br /> This is a repeat violation, Class Il. <br /> FA0009547 PR0519715 SCO01 06/14/2021 <br /> EHD 19-01 Rev.9/16/2020 Page 5 of 9 Hazardous Materials Program OIR <br /> 1868 E.
