The National Response Center ALANIZ
(NRC) received an anonymous call that one barrel of a white paint-like substance
was released from a vehicle onto the street and into a storm drain. The release
was reported to be at the Kettleman Ln and Cherokee Ln intersection in Lodi.
Looked up property owner information in parcel viewer and found it was within the
city limits. Called Jessie Barnett, supervisor with Lodi public works, and left a
message.
Called the Lodi public works general number (209-333-6706) and made contact
with Claudia. She said that someone would meet me at the site.
11:30 AM: Left for the site. Received a call from Jessie while en route. He said
that he was on his way to the site and would meet us there. Jessie also said that
the property could be owned by the state depending on where the release
occurred.
12:00 PM: Arrived on site and met with Jessie. The release occurred at the
reported intersection (westbound lane on Kettleman) but I did not observe any
impacted storm drains. Jesse said that the area where the release occurred was
owned by Caltrans. The white substance had dried hard and had been driven over
by many vehicles making the material unrecoverable. Viewed the area west of the
intersection to ensure that no storm drains were impacted.
Called Juan Armendarez, hazmat manager with Caltrans. He did not have any
concerns with the release.
12:18 PM: Departed the site. Got back to the office and created a complaint with
a prop 65. Abated the complaint and gave to the lead senior for review.
Notes:
-During the inspection I was accompanied by Carol Presto and Fred Ernest, REHS
trainees.
-Jessie Barnett phone: 209-747-5229
-Juan Armendariz phone: 209-483-3088
5105.rpt Page 1 of 1
