More information can be found in the District's
Guidance for Assessing and Mitigating Air Quality Impacts at:
httos//www valleva' o /t n ortation/GAMAQI odf
The District offers the following comments:
1) P o" t R 1 tad Criteria Pollutant Emi
1a) Project Related Construction Emissions
Although the construction-relatetl emissions are expected to have a less than
significant impact, the District suggests that the County advise project proponents -
with construction-related exhaust emissions and activities resulting in less than
significant impact on air quality to utilize the cleanest reasonably available off-road
construction fleets and practices (i.e. eliminating unnecessary idling) to further
reduce impacts from construction-related exhaust emissions and activities.
2) Health RisK Scraenina/Assessment
A Health Risk Screening/Assessment identifies potential Toxic Air Contaminants
(YACs) impact on surrounding sensitive receptors such as hospitals, tlaycare centers,
schools,work-sites, antl residences. YACs are air pollutants identified by the Office of
Environmental Health Hazard Assassment/California Air Resources Board
(OEHHA/GARB) that pose a present or potential hazard to human health. A common
source of YACs can be attributed to tliesel exhaust emitted from both mobile and
stationary sources. List of YACs identified by OEHHA/GARB can be found at:
httos-//ww2 arb ca / ources/docume t / rb=dentified-tax' - - ntaminants
The District recommantls the development projects) be evaluated for potential health
impacts to surrounding receptors (on-site and off-site) resulting from operational and
multi-year construction TAC emissions.
i) The District recommends conducting a screening analysis that includes all sources
of emissions. A screening analysis is usetl to identify projects which may have a
significant health impact. A prioritization, using CAPCOA's updated methodology,
is the recommended screening method. A prioritization score of 10 or greater is
considered to be significant and a refined Health Risk Assessment (HRA) should
be performed.
