SAN JOA U I Environmental Health Department <br /> CvOU1T `f <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Ross Roberts Truck Repair Inc 641 S Harrison St Stockton May 20 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 712 HSC 25201.16(h)(4) No written operating procedure for hazardous waste aerosol can processing. <br /> OBSERVATION: The facility is processing universal waste aerosol cans without developing and implementing a <br /> written operating procedure detailing the safe processing of universal waste aerosol cans. <br /> REGULATION GUIDANCE: <br /> (4) The handler ensures that the processing operations are performed safely by developing and implementing a written <br /> operating procedure detailing the safe processing of universal waste aerosol cans. This procedure shall, at a minimum, <br /> include all of the following: <br /> (A) The type of equipment to be used to process the universal waste aerosol cans safely. <br /> (B) Operation and maintenance of the unit. <br /> (C) Segregation of incompatible wastes. <br /> (D) Proper waste management practices, including ensuring that flammable wastes are stored away from heat and <br /> open flames. <br /> (E) Waste characterization. <br /> CORRECTIVE ACTION: Develop and implement a written operating procedure describing the safe processing of <br /> universal waste aerosol cans including all details listed in the REGULATION GUIDANCE above. Provide a copy of the <br /> procedure to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> 713 HSC 25201.16(e) Failed to manage hazardous waste aerosol cans in a manner that prevents the unauthorized <br /> release. <br /> OBSERVATION: The facility is managing universal waste (UW) aerosol cans in a way that does not prevent fire, <br /> explosion, or a release of waste to the environment(IMG_0140, IMG_0141, IMG_0148).The facility is not capturing <br /> the residual waste from the punctured UW aerosol cans when the cans are punctured. <br /> REGULATION GUIDANCE: <br /> (e) A universal waste handler shall manage universal waste aerosol cans in a manner that prevents fire, explosion, <br /> and the unauthorized release of any universal waste or component of a universal waste to the environment. <br /> CORRECTIVE ACTION: Use a system the captures the gas and liquid residual waste when the waste aerosol cans <br /> are punctured. Provide corrective action statement within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection.
