Ross Robert Truck Repair Waste Antifreeze Tank
Interim Assessment and Conditional Certification
September 18,2021
6.0 Integrity Testing
The integrity assessment is based on visual inspection and integral secondary containment.
Photos of the tank are presented as Attachment I.
The tank was in service at the time of inspection. There is no piping to this tank.
The tank is above ground with integral secondary containment. The construction standard for the
tank could not be determined.
A visual inspection of the tank did not reveal signs of leaks, weld cracks or breaks, or scrapes in
tank exterior which may cause a release from the tank system to the environment. The concrete
foundation showed no signs of settling or cracking.
The tank is in a concrete containment area approximately 3'11"x 197"x 8". The area can
contain 51.17 cubic feet or 382.75 gallons of liquid. This is sized adequately to contain any liquid
in the event of a leak from the tank.
There is debris on and around the tank. The tank area needs to be cleared of any debris. Any
absorbent on the floor should be cleaned up.
7.0 Results of Assessment and Recommendations
Results of the assessment indicate the following. The tank installation at the Ross Robert Truck
Repair is suitable for use.
A visual inspection of the tank and its affiliated piping did not reveal signs of leaks, weld breaks,
cracks, corrosion, punctures or scrapes in protective coating or other structural damage which
may cause a release from the tank system to the environment.
The tank is located within a concrete containment area. The concrete foundation pad shows no
signs of settling, cracking, or tilting. The foundation pad is adequate based upon its current
condition. The tank is not situated in an area subject to frost heave.
• Seismic/Anchoring findings: The tank is not anchored to prevent movement during a
seismic event. Anchoring is needed per 22 CCR 66265.192.
• A NFPA 704 diamond sticker with the designation of I for Health, 2 for Flammability, 0
for Instability needs to be added to the tank.
The estimated remaining service life of the tank is 2 to 5 years. The results of this inspection
imply no extended warranty. The tank should be re-inspected by a qualified professional engineer
registered in California within the next five years. The next integrity assessment is due June 20,
2026.
Based on the integrity testing results, reported in Section 6.0 of this report, the tank has sufficient
integrity for its intended use once the tank is anchored and has an NFPA sticker and Hazardous
Waste Accumulation sticker added to the tank.
8.0 References
• ASTM D1998 - 15 Standard Specification for Polyethylene Upright Storage Tanks
• Snyder Industries Tank and IBC Inspection Guide
8
H:\PROP-PRI\21-061-00 Ross Robert Truck Repair Title 22\Deliverable\Antifreeze report\Ross Roberts Antifreeze Assessment 2021 0720.docx
