San Joaquin Valley `I E; Or
AIR POLLUTION CONTROL DISTRICT HEALTHY AIR LIVING
July 14, 2021
Giuseppe Sanfilippo
San Joaquin County
Community Development Department
1810 E Hazelton Avenue
Stockton, CA 95205
Project: Improvement Plan Application for Albertson's Companies PA-2100069
District CEQA Reference No: 20210676
Dear Mr. Sanfilippo:
The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the
project referenced above from San Joaquin County (County). The project consists of the
construction of a 230,000 square-foot high bay warehouse (Project). The Project is
located at 1900 W Schulte Road, in Tracy, CA (APN 209-430-01, -02, -03, and 209-110-
11).
Proiect Scope
The Project consists of the construction of a 230,000 square-foot high bay warehouse to
support the installation of an automated storage and retrieval system. The warehouse is
part of an existing distribution facility totaling approximately 1.8 million square-feet. The
Project at full buildout will have a maximum of 283 customer trips per day, and 125
shipment and deliveries per day. The facility will also have a maximum of 335 employees
when the Project is fully operational.
The District's initial review of the Project concludes that emissions resulting from
construction and/or operation of the Project may exceed the following thresholds of
significance: 100 tons per year of carbon monoxide (CO), 10 tons per year of oxides of
nitrogen (NOx), 10 tons per year of reactive organic gases (ROG), 27 tons per year of
oxides of sulfur (SOx), 15 tons per year of particulate matter of 10 microns or less in size
(PM 10), or 15 tons per year of particulate matter of 2.5 microns or less in size (PM2.5).
Other potential significant air quality impacts related to Toxic Air Contaminants (see
information below under Health Risk Assessment), Ambient Air Quality Standards,
Hazards and Odors, may require assessments and mitigation.
