CALIFORNIA ENVIRONMENTAL REPORTING SYSTEM (CERS) <br /> CONSOLIDATED EMERGENCY RESPONSE/CONTIGENCY PLAN <br /> I. Employee Training <br /> Employee training is required for all employees and/or contractors handling hazardous materials <br /> and/or hazardous wastes during normal and/or emergency operations. Employee training plans <br /> may include the following content: <br /> 1. Applicable laws and regulations <br /> 2. Emergency response plans and procedures <br /> 3. Safety Data Sheets <br /> 4. Hazard communication related to health and safety (refer to SDS) <br /> S. Methods for safe handling of hazardous substances (refer to SDS) <br /> 6. Hazards of materials and processes (i.e.fire, explosion, asphyxiation) (refer to SDS) <br /> 7. Hazard mitigation, prevention and abatement procedures (refer to SDS) <br /> 8. Coordination of emergency response actions (emergency coordinator and safety coach) <br /> 9. Notification procedures for local emergency responders, CUPA, Cal OES and onsite personnel <br /> 10.Communication and alarm systems <br /> 11.Personal protective equipment(listed under Safety and First Aid Section) <br /> 12.Use and maintenance of emergency response equipment and supplies (i.e.fire extinguishers, <br /> respirators, spill control materials) <br /> 13.Evacuation procedures and evacuation staging locations <br /> 14.Identification of facility areas, equipment and systems vulnerable to earthquakes and other <br /> natural disasters <br /> Employee training will be administered by: <br /> 1. Formal classroom <br /> 2. Safety meetings <br /> Employee training frequency and recordkeeping must be: <br /> 1. Provided initially for new employees as soon as possible following the date of hire. New <br /> employees should not work in an unsupervised position that involves hazardous materials <br /> handling and/or hazardous waste without proper training. <br /> 2. Ongoing and provided at least annually. <br /> 3. Amended prior to change in process or work assignment. <br /> 4. Given upon modification to the Emergency Response/Contingency Plan. <br /> Smaller Quantity Generator Training <br /> Small quantity generators (less than 1,000 kg) must include basic hazardous waste management and <br /> emergency response procedures, but a written employee training plan and training records are not <br /> required. In order to show that the facility has met the small quantity generator employee training <br /> requirement, an employee training plan and training records may be made available. <br /> pg.5 <br />
