FINDINGS FOR QUARRY EXCAVATION <br /> QX-89-0002 <br /> REED LEASING GROUP LLC/ BASIC RESOURCES, INC. <br /> 1. The proposal is for the removal of scarce mineral resources and not for the removal of prime farmland <br /> because marketable quantities of sand and gravel are to be excavated and processed, and the site's <br /> soils are not classified as Prime Farmland. <br /> 2. The excavation will not have a detrimental effect on any surrounding agricultural land because the site <br /> is buffered by a levee, and the applicants own orchards. <br /> 3. The proposed rehabilitation of the property upon completion of the excavation will leave the property in <br /> a condition which will allow its reuse because the plan includes planting the entire project area in <br /> orchard. <br /> 4. Issuance of the permit shall not be significantly detrimental to the public health, safety, or welfare or <br /> be injurious to the property or improvements in the vicinity and district in which the property is located <br /> because the site is located in an area remote from residences, and the excavation activity will not <br /> conflict with surrounding agricultural uses. <br /> QX-89-0002— Findings 1 <br />
