OBSERVATION: A complete modified contingency plan was not posted at the facility. REGULATION GUIDANCE: The business operator must post the following information next to telephones or in areas directly involved in the generation and accumulation of hazardous waste: the name and emergency telephone number of the emergency coordinator, the location of fire extinguishers and spill control material, and the telephone number of the fire department unless the facility has a direct alarm. CORRECTIVE ACTION: Immediately post the required information at the facility. Provide a statement to the San Joaquin County Environmental Health Department that the correction is complete. This is a repeat violation, Class II. 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. OBSERVATION: The facility could not provide all of the consolidated manifest receipts for hazardous waste transported from the site in the past three years. The missing receipts include: •Ship date: 3/2/2020,waste stream 134 for 80 gallons •Ship date:4/5/2019,waste stream 134 for 94 gallons •Ship date: 2/4/2019,waste stream 134 for 60 gallons •Ship date: 10/10/2018,waste stream 134 for 60 gallons •Ship date: 7/27/2018,waste stream 134 for 20 gallons REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. This period of retention is extended automatically during the course of any unresolved enforcement action regarding the regulated activity or as requested by the department or a certified unified program agency. CORRECTIVE ACTION: Locate a copy of the receipts listed above. Maintain the records on-site for three years from the date of shipping and provide a copy to the San Joaquin County Environmental Health Department(EHD). If the receipts cannot be found, provide a statement to the EHD that future receipts will be maintained on-site for three years. This is a Class II violation.
