CIVIL UYIDUo TUCV <br /> Gw�G E�wir� Wader Re;~ce�/Dcwni4eri ng <br /> March 22, 2024 SENT VIA: EMAIL <br /> Mr. Robert Fagerness, PE <br /> Water Resource Control Engineer—Private Sites Cleanup Unit <br /> Central Valley Regional Water Quality Control Board <br /> 11010 Sun Center Drive, #200 <br /> Rancho Cordova, CA 95670 <br /> SUBJECT: Additional Soil Vapor Assessment Work Plan <br /> Central Plume Source Area, Lodi, California <br /> Dear Mr. Fagerness: <br /> On behalf of the City of Lodi (City), Civil Hydro Tech, LLC (CHT) has prepared this Additional <br /> Soil Vapor Assessment (ASVA) Work Plan (Work Plan) to further evaluate the extent of residual <br /> tetrachloroethylene (PCE) in soil and soil vapor beneath several commercial properties located in <br /> the Central Plume Source Area (CPSA) in Lodi, California. This Work Plan is in response to the <br /> February 9, 2024 Review of Soil Vapor Assessment Report, City of Lodi Central Plume Source <br /> Area letter from the Central Valley Regional Water Quality Control Board (Water Board) to <br /> Andrew Richle of the City, where the Water Board reviewed the results of the soil vapor (SV), <br /> sub-slab (SS), passive soil gas (PSG), and indoor air (IA) sampling that was performed at three <br /> primary locations within the CPSA, and recommended a further course of action. <br /> Based on the Water Board's recommendations, this Work Plan proposes to perform the following <br /> assessment activities— <br /> • Additional discrete depth SV sampling to determine the extent of residual PCE in soil and <br /> soil vapor behind the 212 West Pine Street building and the intersection of the sewer lateral <br /> emanating from the building and the main sewer lateral; <br /> • Sub-slab SV sampling with paired passive indoor air sampling at 212 West Pine Street and <br /> at Guild Cleaners Inc (Guild), located at 17 South Church Street; and, <br /> • Sub-slab soil vapor sampling at 210 West Pine Street. <br /> The City is requesting the Water Board to approve this Work Plan as part of the City's continuing <br /> efforts to mitigate areas of impacts within the CPSA. <br /> BACKGROUND <br /> The CPSA is defined as the area bounded by Pine Street,Church Street,Lodi Avenue,and Pleasant <br /> Avenue to the north, east, south, and west, respectively(Figures 1 and 2).
