Additional Soil Vapor Assessment Work Plan Page 5 <br /> CPSA,Lodi,California <br /> March 22,2024 <br /> The City has performed passive air sampling since 2019 based on the request and approval by <br /> the Water Board of the 2019 Indoor Air Work Plan. However, as a comparison of passive and <br /> active air sampling results, the City performed an active 24-hour IA test using a SUMMA® <br /> canister in June 2022 at the 212 W. Pine St. building and compared it with the passive IA sample <br /> data collected from the February 2022 IA sampling event. The results indicated that the active <br /> IA samples had higher PCE concentrations than the PCE observed in the passive IA samples. It <br /> is CHT's opinion that the passive IA samples have similar results than the active IA samples and <br /> are easier to handle and not prone to mechanical malfunctions in the equipment that ca be <br /> problematic in the manifold and SUMMA®canisters. However, if the Water Board would prefer <br /> that the City now perform active indoor air sampling using SUMMA®canisters, The City will do <br /> so in August/September 2024 when it has proposed to do another round of SS sampling. <br /> A brief description of the tasks and the methodology recommended in this Work Plan is described <br /> below. <br /> PRE-FIELD ACTIVITIES <br /> Prior to performing the discrete depth soil vapor, PSG, sub-slab, and indoor air sampling, CHT, <br /> on behalf of the City, will perform the following pre-field activities— <br /> • Obtain permission from building owners: The City will send a letter to the owners of the <br /> impacted properties seeking permission to perform ASVA activities at their property. <br /> • Obtain an Encroachment Permit: CHT will obtain an encroachment permit from the City <br /> to install the soil vapor borings in the public right of way. <br /> • Obtain Boring Installation Permits: Obtain the necessary permits from the San Joaquin <br /> Department of Environmental Health (SJDEH). <br /> • Prepare a Health and Safety Plan (HASP): A Site-specific Health and Safety Plan(HASP) <br /> will be prepared and utilized in accordance with 29 CFR 1910.120 and Title 8 California <br /> Code of Regulations Section 5192 to address potential hazards at the Site during the <br /> proposed field activities. The HASP will be reviewed, signed, and adhered to by all onsite <br /> personnel including field staff, subcontractors, and Site visitors during the performance of <br /> the fieldwork. The HASP will include project objectives, assessments for potential hazards <br /> which may be encountered at the Site and associated with chemicals of potential concern <br /> (COPC), personal protective equipment and personnel monitoring, Site organization, and <br /> emergency contacts. The HASP will remain on-Site during all fieldwork. <br /> • Underground Utility Survey: Prior to initiating drilling activities, CHT will mark the soil <br /> vapor borehole and PSG sample locations in white paint and contact Underground Service <br /> Alert (USA) at least 72-hours prior to the start of fieldwork.
