CIVIL UYIDUC TUCV <br /> wa,�e- R e;~ce�/Pcwni4eri4ng <br /> January 11, 2023 SENT VIA: EMAIL <br /> Mr. Bill Brattain, PE <br /> Water Resource Control Engineer—Private Sites Cleanup Unit <br /> Central Valley Regional Water Quality Control Board <br /> 11010 Sun Center Drive, #200 <br /> Rancho Cordova, CA 95670 <br /> SUBJECT: Soil Vapor Assessment Work Plan <br /> Central Plume Source Area, Lodi, California <br /> Dear Mr. Brattain: <br /> On behalf of the City of Lodi (City), Civil Hydro Tech (CHT) has prepared this Soil Vapor <br /> Assessment (SVA) Work Plan (Work Plan) to evaluate the extent of residual tetrachloroethylene <br /> (PCE) in soil vapor within the Central Plume Source Area (CPSA) located in Lodi, California. <br /> This SVA is being performed in response to the detection of tetrachloroethylene (PCE) in indoor <br /> air at concentrations greater than the PCE indoor air Environmental Screening Level (ESL) in the <br /> 212 W. Pine St. and 18 S. Church St. properties, and the 18 S. Pleasant Ave. residence, following <br /> the closure, decommissioning and removal of the CPSA groundwater extraction and treatment <br /> (GWET) and soil vapor extraction(SVE) systems between April and July 2021. <br /> The Work Plan identifies the locations and describes the methodology for collecting discrete depth <br /> and sub-slab soil vapor, and indoor air samples at the 212 W. Pine St. property, indoor air samples <br /> at the 210 W. Pine St.property, and passive soil gas(PSG) samples outside the 18 S.Pleasant Ave. <br /> residence. The City is requesting the California Regional Water Quality Control Board, Central <br /> Valley Region(Water Board)to approve this Work Plan as part of the City's continuing efforts to <br /> mitigate areas of impacts within the CPSA. <br /> BACKGROUND <br /> The CPSA (Site) is defined as the area bounded by Pine Street, Church Street, Lodi Avenue, and <br /> Pleasant Avenue to the north, east, south, and west, respectively (Figures 1 and 2). The CPSA is <br /> within the larger footprint of the Lodi Central Plume Area(LCPA)which is bounded by Elm Street <br /> to the north, Kettleman Lane to the south, Cherokee Lane to the east and Hutchins Street to the <br /> west. Previous investigations have indicated the presence of PCE and other volatile organic <br /> compounds (VOCs) in the soil, soil vapor, indoor air, and groundwater beneath the CPSA. <br /> The City operated the CPSA GWET and SVE systems from 2011 through 2019 in the parking lot <br /> behind Guild Cleaners at 17 South Church Street, Lodi to treat, remove, and mitigate PCE and <br /> related VOCs that were released into the soil and groundwater beneath the CPSA during former <br /> historic operations of dry cleaners and a printing press.
