These groundwater monitoring wells are no longer being used to <br /> monitor the various groundwater volatile organic compound (VOC) plumes beneath the City of <br /> Lodi under the revised Monitoring and Reporting Program (MRP) Order No. R5-2024-0800, <br /> which was issued by the California Regional Water Quality Control Board, Central Valley Region <br /> (Water Board) on January 29, 2024. The City is requesting the Water Board to approve this Work <br /> Plan as part of the City' ongoing efforts to monitor the different VOC plumes. <br /> BACKGROUND <br /> In the late 1980s,volatile organic compounds(VOCs)tetrachloroethene(PCE)and trichloroethene <br /> (TCE) were discovered in two of the City's drinking water supply wells. Further investigations in <br /> the early 1990s, conducted by the Water Board under the Well Investigation Program, revealed <br /> several areas where VOCs from dry cleaning and other commercial operations had impacted <br /> groundwater. Subsequent investigations conducted by consultants for the City, Guild Cleaners, <br /> Inc. (Guild), and other parties identified the source of the PCE and TCE impacts within the Lodi <br /> Central Plume (LCP) area. On April 22, 2004, the Water Board adopted Cleanup and Abatement <br /> Order No. R5-2004-0043 (CAO), which named specific assessment, mitigation and reporting <br /> activities, goals and schedules that were expected to be carried out by the potential responsible <br /> parties (PRPs) involved with the LCP. <br /> On April 17, 2008, the Water Board issued the Monitoring and Reporting Program (MRP) Order <br /> No. R5-2008-0813, which complied with the requisite sections of the CAO, for monitoring the <br /> LCP area. On March 3, 2011, the Water Board approved the Review of Groundwater Monitoring <br /> Program Plan for the Western and Southern Plume Areas, which included monitoring of both the <br /> Lodi Western Plume (LWP) and Lodi Southern Plume (LSP) areas.
