SAN JOAQUIN COUNTY <br />CONDITION T Chloropicrin and Chloropicrin in Combination with Other <br />Products (Field Fumigant) <br />Introduction <br />These permit conditions were developed to mitigate hazards of offsite movement of chloropicrin. They should <br />be used in addition to the provisions in the California Food and Agricultural Code (FAC), Title 3, California <br />Code of Regulations (3 CCR), and product labeling. <br />These permit conditions do not apply to non -field fumigations, including greenhouses, potting soil, and golf <br />courses. <br />Any application of either: (1) a product that includes chloropicrin and another fumigant; or (2) simultaneous <br />applications of chloropicrin and another fumigant product are subject to all applicable permit conditions for <br />each fumigant chemical. This pertains to products containing more than 2% chloropicrin, <br />Notice of Intent <br />The NOI shall be submitted at least 48 hours before the fumigation begins and include the time fiunigation is <br />scheduled to begin. If tarps will be used, the NOl must include a copy of tine tarp invoice. Confidential <br />business information such as pricing, can be omitted. <br />Certified Applicator Training <br />Qualified Applicator Licensees (QAL) and Qualified Applicator Certificates (QAC) with subcategory "0" meet <br />the labeled training requirements for Certified Applicators in charge of fiimigations. If the QAL or QAC does <br />not have subcategory "0", then training may be provided by the fumigant registrant (specific to chloropicrin) <br />and/or online at www.cpa.gov/ftmniganttrainjRg. Training must be renewed every 3 years and recorded on the <br />Fumigant Management Plan prior to ftunigant use. A Private Applicator Certificate does NOT meet this <br />requirement and must complete the registrant training prior to fumigant use. <br />Fumigant Safe Handling Information <br />Fumigant Safe Handling Information is required for all handlers involved in field fumigation, in a manner that <br />the handler can understand, and must be renewed every 12 months. Safe handling information includes: <br />respiratory protection, signs and symptoms of exposure and emergency preparedness. The Certifted Applicator <br />must confirm handlers have received the Fumigant Safe Handling Information. This information can be found <br />where the finnigwit product is purchased or at www.c)a.goy/soil-fitnnigatits/safet-itiformation-fttini ant - <br />handlers. <br />Maps <br />A detailed map showing the following shall be submitted for a proposed field fumigation: north arrow <br />indicating north, application block location and dimensions, sensitive and difficult to evacuate sites and their <br />distances to the application block. <br />
