The products must only be used outdoors for control of burrowing pests, and are for use only on agricultural areas, orchards, <br />non -crop areas (such as pasture and rangeland), golf courses, athletic fields, parks and recreational areas, cemeteries, <br />airports, rights-of-way, earthen dams, and other non-residential institutional or industrial sites. <br />3. Products must not be applied in a burrow system that is within 100 feet of a building that is or may be occupied by people or <br />domestic animals. This buffer zone for treatment around non-residential buildings that could be occupied by people or animals <br />has been increased from 15 feet to 100 feet. <br />4. When this product is used in athletic fields or parks, the applicator must post a sign at entrances to the treated site <br />containing the signal word DANGER/PELIGRO, skull and crossbones, the words: DO NOT ENTER/NO ENTRE, FIELD NOT <br />FOR USE, the name and EPA registration number of the fumigant, and a 24-hour emergency response number. Signs may be <br />removed 2 days after the final treatment. <br />5. When this product is used out-of-doors in a site frequented by people, other than an athletic field or park, the applicator shall <br />post a sign at the application site containing the signal word DANGER/PELIGRO, skull and crossbones, the name and EPA <br />registration number of the fumigant, and a 24-hour emergency response number. Signs may be removed 2 days after the final <br />treatment. <br />6. Fumigant Management Plans must be written before all applications of phosphine products, including all burrowing pest <br />fumigations. A Fumigant Management Plan is a written description of the steps designed to plan for a safe, legal and effective <br />fumigation. The certified applicator and owner of the property to be fumigated must characterize the area to be treated and <br />include all safety requirements in the plan before application. <br />W Tree Hole Fumigation <br />CONDITION W Tree Hole Fumigation <br />In addition to labeling and California regulation requirements, these conditions apply in San Joaquin Co. <br />A. For All Tree Hole Fumigations: <br />1. Notice of Intent: Required 48 hours before the start of the application. Waiver of the 48 hours must be requested and <br />confirmed by the Commissioner before the start of the application. <br />2. Minimum buffer zone distance of 25 feet. <br />3. Certified Applicator Training <br />Qualified Applicator Licensees (QAL) and Qualified Applicator Certificates (QAC) with subcategory "O" meet the labeled <br />training requirement for Certified Applicators in charge of fumigations. If the QAC or QAL does not have subcategory "O" then <br />training may be provided by the fumigant registrant (specific to active ingredient) and/or available online at <br />www.epa.gov/fumiganttraining. Training must be renewed every 3 years and recorded on the Fumigation Management Plan <br />prior to fumigant use. A Private Applicator Certificate does NOT meet this requirement and must complete the registrant <br />training prior to fumigant use. <br />4. Fumigant Safe Handling Information <br />Fumigant Safe Handling Information is required for all handlers involved in fumigation, in a manner that the handler can <br />understand, and must be renewed every 12 months. Safe handling information includes: respiratory protection, signs and <br />symptoms of exposure and emergency preparedness. The Certified Applicator must confirm handlers have received the <br />Fumigant Safe Handling Information. Fumigant Safe Handling Information can be found where the fumigant product is <br />purchased or at www2.epa.gov/soil-fumigants/safety-information-fumigant-handlers. <br />5. Fumigant Management Plan (FMP) <br />A complete FMP must be available for review at the application site at the start of the fumigation. <br />B. Sequential applications within a single orchard may start no sooner than 36 hours from the completion of a previous <br />fumigation. <br />C. Replant of individual vine or tree -sites of more than one contiguous acre are prohibited year around. <br />Rev, 11/15 <br />B RM Use Near Schools <br />CONDITION B REST. MAT. USE NEAR SCHOOLS <br />No applications of Restricted Materials shall be made by air or ground within 1320 feet of a school in session or when a school <br />sponsored event is in progress. If the pesticide label or regulation requires a larger buffer area, the larger buffer shall apply. <br />There will be no waiver of the required 24 hour Notice of Intent. <br />
