As mentioned in the Long-Term <br /> Leachate Disposal Plan, the treated water will be stored in the <br /> Landfill Module Drainage Basin. <br /> Comment 3 • <br /> "The berm around the winter pad must be designed to direct water to <br /> the leachate collection system under all rainfall conditions. If <br /> the berm fails and allows leachate to commingle with runoff from <br /> outside the bermed area, then all runoff inside the module must be <br /> handled as leachate. 11 <br /> Response: <br /> The intercept berm around the winter area is designed to direct <br /> runoff to the leachate collection system. It is a compacted, three <br /> foot high continuous berm. The berm is inspected daily, and it <br /> will be maintained as necessary to prevent any leakage. <br /> Comment 4• <br /> "The Plan states that surface runoff inside the module and outside <br /> of the winter berm will be stored in the Surface Runoff Storage <br /> Basin. The Plan does not indicate that surface runoff will be <br /> pumped from the active module to storage in a future module. <br /> Surface runoff must not be contaminated with leachate from either <br /> the winter pad or from contact with wastes previously discharged to <br /> the active module. We are concerned that wastes outside of the <br /> winter pad area may be contacted by rainfall and cause leachate <br /> seeps in the side of existing waste. These seeps could contribute <br /> liquid waste to surface runoff and contaminate it. " <br /> Response: <br /> The surface runoff outside the winter berm will not be pumped into <br /> the Surface Runoff Storage Basin. The module has progressed to the <br /> point that surface runoff will gravity-drain from the module to the <br /> Surface Runoff Storage Basin. Proper cover will be maintained at <br /> all times on existing waste to prevent seeps. The slopes will be <br /> inspected daily and maintained as necessary. <br /> Comment 5• <br /> "How will the County prevent leachate collected in the geonet from <br /> contaminating surface water runoff in the sump? If leachate mixes <br /> with surface runoff, then the combination must be treated as <br /> leachate. 11 <br />
