Apparently, <br /> surface runoff from the area of the active face had not been diverted and collected <br /> separately from surface runoff originating in other areas of the waste module. Storm water <br /> that contacted waste at the active face has potentially become contaminated with dissolved <br /> or extracted substances from the waste and may be "leachate". This standard requires the <br /> operator to ". . .take adequate steps to monitor, collect, treat, and effectively dispose of <br /> leachates." Approval for disposal from the RWQCB (Mr. Robert Evans, 916-361-5737) should be <br /> obtained prior to the discharge of the collected runoff into the surrounding fields and <br /> wetlands. <br /> Waste Management Speciali <br />
