This was <br />due to the fact that the recycling operation was not addressed in the Environment <br />Impact Report (EIR) of March 1989 and the staff of the California Integrated Waste <br />Management would not concur with the solid waste permit unless this section was <br />removed. The Public Works Department agreed to rewrite another CEOA document <br />for the full-scale recycling operation and apply for a new revised solid waste permit. <br />Our Division requests your legal opinion on whether this Environmental Assessment <br />is a legal CEQA equivalent document, allowing our Division to proceed with a new <br />revised solid waste permit. <br />Enclosed is the Environmental Assessment and the Final EIR for your review.
