Staff of the <br /> CHERYL PEACE CIWMB's Cleanup, Closure and Financial Assurance Division has determined that the <br /> CPEACE@CIWMB.CA.GOV proposed Plan meets the requirements of Title 27, California Code of Regulations(CCR), <br /> (916)341.6010 Sections 20920 through 20939 (see attached Memorandum, dated(October 14, 2008)). <br /> The Plan is hereby approved. <br /> GARY PETERSEN The CIWMB is in the process of revising the current gas monitoring and control <br /> GPETERSEN@CIWMB.CA.GOV regulations to extend the deadline for compliance with 27 CCR 20921. The proposed <br /> (916)341-6035 regulations will require operators to fully implement their approved Plan within eight <br /> months after the effective date of the proposed regulations or September 21,2009, <br /> whichever is later. <br /> Consistent with the CIWMB's recent guidance, if an operator submitted a Plan on or <br /> before September 21,2008,but has not fully implemented the Plan as approved by the <br /> LEA and concurred in by the CIWMB, an"area of concern"will be noted on monthly <br /> inspection reports during the gap period between September 21, 2008, and the effective <br /> date of the proposed regulations. Since North County Landfill has submitted a Plan,but <br /> has not fully implemented the Plan, an"area of concern" for 27 CCR 20921 will be noted <br /> on the monthly inspection reports during the aforementioned gap period. <br /> If additional gas monitoring wells are proposed to be installed,your next step is to work <br /> with the operator to ensure that the additional monitoring wells are installed in <br /> accordance with 27 CCR 20925(d). Please inform CIWMB staff of the proposed time <br /> 10H frame for installing the monitoring wells.
