Mr. Powell 0 -2- <br />HAZARDOUS WASTE LOAD CHECKING PROGRAM FOR SAN JOAQUIN COUNTY <br />SOLID WASTE DISPOSAL FACILITIES <br />As of January 1, 2006, the following Regulated Appliances are also prohibited from being <br />landfilled at County operated disposal sites: <br />Major appliances are machines in homes or businesses — a washer, dryer; air conditioner* or <br />dehumidifier; refrigerator* or freezer*; oven stove or microwave; water and space heaters; trash <br />compactor and furnace or boiler. These appliances contain materials that require special <br />handling once they are removed from the appliance. <br />Waste Categories that continue to be excluded: <br />- Regulated hazardous wastes, chemicals and chemical sludge which are toxic, corrosive, <br />an irritant, or a strong sensitizer; tank cleaning sludge or sediments. <br />- Pesticides or insecticides (properly neutralized, and rinsed containers from residential <br />are allowed); asbestos wastes. <br />- Drugs; Polychlorinated biphenyl (PCB); infectious wastes; radioactive wastes; <br />flammables or explosives. <br />- Free liquids, including liquid residues in containers or cans which are greater than one <br />gallon in volume including oil, automotive batteries, or fuel wastes. <br />- Bag house or air scrubber wastes; contaminated soil or sand. <br />Load Check Procedures <br />1.) If prohibited wastes are delivered to any of the noted facilities, the person or firm <br />delivering such wastes will be required to remove the waste from the site immediately, <br />but no later than 24 hours. Such waste shall be disposed of by the responsible party as <br />prescribed by State and Federal laws. <br />2.) Any refuse collector who is required to remove such hazardous materials shall present <br />to the San Joaquin County Solid Waste Division, proof (proper documents, and/or <br />manifest) that the hazardous materials were disposed of properly. <br />3.) If prohibited wastes are detected at the site, and the refuse hauler does not safely <br />remove the waste, the County will then contract with a hazardous waste hauler for <br />removal and ultimate legal disposal. The hauler will be billed for associated costs. <br />4.) Further information regarding proper disposal of the prohibited wastes listed above is <br />available from the San Joaquin County Environmental Health Department by telephone <br />at (209) 468-3420. <br />5.) Solid waste haulers who do not comply with the requirements of the load checking <br />program stated herein will be prohibited from using the noted County solid waste <br />disposal facilities. <br />There are a number of recycling resources available for residents and businesses. The <br />Lovelace Materials Recovery Facility and Transfer Station, North County Recycling Center and <br />Sanitary Landfill, and the Foothill Sanitary Landfill will accept small quantities of banned <br />Universal Waste and Appliances if declared and separated from the regular trash. <br />
