Main Street <br /> Stockton,California 95202-3029 <br /> RE: State Inspection Report for North County Landfill,(39-AA-0022) <br /> Dear Ms. Heran: <br /> Pursuant to Division 30,Public Resources Code(PRC) Section 43220, staff of the <br /> Department of Resources Recycling and Recovery(DRRR),formerly California <br /> Integrated Waste Management Board(CIWMB)conducted an 18-month inspection of <br /> the subject facility on January 13,2010,in conjunction with Mr. Michael Kith of your <br /> staff. A copy of the staff s inspection report is enclosed for your records. A copy of <br /> this correspondence has been forwarded to the facility operator as well. <br /> One purpose of this inspection is to evaluate whether the Local Enforcement Agency(LEA) is <br /> appropriately applying and enforcing State Minimum Standards(SMS)at solid waste facilities <br /> within its jurisdiction. Therefore,this letter and the inspection report provide recommendations <br /> and/or directions on compliance issues observed during the inspection. <br /> The facility was evaluated for compliance with applicable sections of Division 30 of <br /> the Public Resources Code(PRC),and with Title 27,California Code of Regulations <br /> (27 CCR),Division 2,Subdivision 1,CIWMB Regulatory Standards for the Disposal <br /> of Solid Waste(CIWMB Standards). <br /> The following areas of concern were noted during the inspection: <br /> §20650—Grading of Fill Surfaces <br /> • §20932(a)—Monitored Parameters <br /> As the LEA,please continue to work with the operator to address the areas of concern noted <br /> during the inspection. <br /> ORIGINAL PRINTED ON 100%PWIMNSUMER CONTEM,PROCESSED CHLORNE FREE PAPER <br />
