At the time of the inspection,we observed ponding of <br /> rain water at numerous locations of the landfill fill surfaces. Rain water had collected and was ponding at the landfill deck area,below the <br /> daily work face. All fill surfaces shall be graded to promote lateral flow of rain water. <br /> X 20932-Monitored Parameters <br /> Comments:Review of the owner/operator's 4th Quarter 2009 Landfill Gas(LFG)Monitoring Program showed that not all monitoring probes <br /> installed at the facility were monitored for methane.The records showed that the owner/operator did not monitor the newly approved and <br /> installated probes during their quarterly monitoring program. Installation of additional twelve monitoring probes around the landfill was <br /> completed in July 2009. The quarterly monitoring program at the landfill shall include all approved and installed monitoring probes. <br /> Inspection Report Comments: <br /> Pursuant to the Public Resources Code(PRC),Section 43220,staff of the Department of Resources Recycling and Recovery(DRRR)conducted an 18 <br /> -month inspection at the North County Landfill with the LEA. <br /> Also present during the inspection were:Mr.Michael Kith—San Joaquin County LEA,Mr.Marcus Davenport-Site Operations Manager,and Mr. <br /> Felipe Maldonado—Site Operations Foreman. <br /> -The inspection was conducted early in the morning,before the start of the daily operation. All areas of the landfill were very wet and DRRR staff and <br /> the LEA were informed that disposal operations were moved to the wet weather deck late afternoon on 1/12/2010. The operations foreman stated that <br /> they had placed more sand on the work deck to provide traction for the commercial vehicles that unload the refuse. Before the arrival of the refuse <br /> vehicles,they re-worked the deck areas with the use of the dozer to further assist the drive in and out to the work face. <br /> -The operator had used tarps as Alternative Daily Cover(ADC)during the operation on 1/12/2010. The application of the ADC was good,in that all <br /> refuse was covered. The compaction of the refuse,after the tarps were removed,also appeared good. There was some windblown litter around the <br /> work deck area,cought in litter control fences and areas around there. The landfill workers completed the clean up of the litter early in the day. They <br /> completed the preparation for the daily work and the deck was made reasonablly ready for the daily operation. We observed refuse vehicles going in <br /> and out without much difficulty. <br /> -All fill decks and slopes in Module I were in good condition. All fill deck areas appear to be draining well. Fill decks and slopes were well vegetated. <br /> There were no eroded areas. The operator had repaired eroded areas on the west facing slopes of Module III. The LEA noted the progress that was <br /> made in the repair. <br /> -Operations at the materials recovery facility and the green materials processing area were good at the time of the inspection. The operator appeared <br /> to be following all LEA directives for the operations. At the time of the inspection,the LEA further directed that temperature monitoring and recording <br /> at the green materials processing area shall include all piles(processed and un-processed). The LEA directive shall be followed. <br /> -DRRR staff and the LEA reviewed all landfill and disposal site records,some at the site and others at the operator offices,in the City of Stockton. All <br /> records were in place as approved by the LEA. We also checked methane gas levels at two of the newly installed LFG Monitoring Probes and <br /> obtained readings of 0.00%methane at both probes. The operator's 4th quarter 2009 monitoring also showed that methane levels at the existing <br /> probes were at 0.00%. <br />
