Message Page 3 of 4
Subject: RE: North County Landfill
Hi John,
Here is a summary of the revisions to the Solid Waste Facility Permit that were evaluated in
the EIR of December 2006. In our conversation last week or so we focused on the first
condition —increasing the height-and I understand that we do not need a revision to our Use
Permit for that. My friends at the Environmental Health Dept want to make sure that l check
with you about all of the proposed Solid Waste Facility Permit conditions, that none of them
would require a revision to the Use Permit.
So here they are.
Will we need a revision to our Use Permit for these?
Permit Condition Previous Limit Revised Limi
Maximum fill elevation — msl (1) 190 ft 320 ft (3)
Peak Daily Refuse Disposal 825 tons per day 1200 tons per d
Maximum Incoming refuse 600 per day 850 per day
vehicles
Operating Hours (during which
refuse may be received at the 7:00 AM to 5:00 PM No Change
facility)
Use of heavy equipment for the 7:00 AM to 7:00 PM 6:30 AM to 7:00
disposal and cover of received (per the 1990 EIR). (1)
refuse (noise impact)
Notes
1. To the fullest extent possible, maintenance of the facility requiring the use of heavy
equipment outdoors will be performed during this time. Some activities, such as the
installation of new liners below existing grade, will provide shielding due to their loca,
and can be performed at other times (See Final EIR Page 3-2 et seq for clarification;
site use.
2. MSL = Mean Sea Level
3. The Draft EIR proposed an elevation limit of 420 ft msl. This elevation was
reduced by 100 feet to 320 ft msl in the Final EIR to mitigate the impact to sc
views.
3/9/2009
