Alk
approximately eight miles east of the City of Lodi. The site primarily serves the northern
portion of San Joaquin County and the City of Lodi. The facility operators are proposing
to revise Solid Waste Facility Permit (SWFP) 39-AA-0058. The proposed changes
include the following:
• Increase the final elevation from 190 feet Mean Sea Level (MSL) to 320 feet MSL.
• Increase the daily vehicle trips from 600 vehicle trips per day to 850 vehicle trips
per day.
• Increase the daily tonnage from 825 tons per day to 1200 tons per day.
• A change in site operations to allow heavy equipment to operate 30 minutes prior
to facility opening (6:30 am — 7:00 am).
The LEA's preliminary determination is that the proposed permit revision will be
approved.
An Environmental Impact Report (EIR) was conducted regarding the proposed changes
for the facility (SCH # 2006062113). The EIR was heard before the San Joaquin County
Board of Supervisors on December 5, 2006. During the hearing a Statement of
Overriding Consideration, for impacts to scenic views and vistas, was made and the EIR
was certified. No new or additional environmental issues have been identified with the
requested SWFP revision.
The Purpose of the Meeting
This Public Hearing is for any interested parties to learn more about the proposed permit
revision and to provide comments to the LEA regarding the proposed action. The
decision to approve or deny the SWFP revision will be made by the LEA within 120 days
of the date the application was deemed complete as required by state statute, and will be
submitted to the California Integrated Waste Management Board (CIWMB) for
concurrence at a public meeting. If you wish to be notified of the CIWMB meeting, please
notify the LEA in writing no later than June 17, 2009.
Where to Get Additional Information
A copy of the proposed SWFP revision is available for public review by appointment in
the LEA office located at 600 E. Main Street, Stockton, CA 95202.
Options for Submitting Comments and LEA Contact Information
If you have any questions after reviewing the above information, or would like to schedule
an appointment to review the draft SWFP, please contact Robert McClellon, Program
Coordinator, at (209) 468-0332. You may email the LEA regarding this matter at
rmcclellon@sicehd.com. If you would like to comment on this project, you may do so at
the informational meeting. If you are unable to attend the meeting, you may send your
written comments via email or fax to Robert McClellon within 14 days of this notice. The
EHD fax number is (209) 464-0138 or email to the above address.
