Hazelton Avenue <br /> Stockton, California 95205 <br /> DATE: September 22, 2006 <br /> The San Joaquin County Department of Public Works has prepared a draft Environmental <br /> Impact Report (draft EIR) in accordance to Public Resources Code Sections 21092 and 21092.3 <br /> and California Code of Regulations Title 14, Sections 15082 to 15087 of the California <br /> Environmental Quality Act (CEQA). <br /> PROJECT DESCRIPTION: The San Joaquin County Department of Public Works strives to <br /> provide long-term cost-effective and environmentally sound solid waste disposal services to <br /> businesses and residents throughout San Joaquin County. Since operation began in 1991, the <br /> North County Recycling Center and Sanitary Landfill (NCRC&SL) at 17720 East Harney Lane <br /> near Lodi (see map on back) has provided recycling.and refuse disposal for private haulers, <br /> commercial enterprises, and franchise refuse collectors in the surrounding communities. Over <br /> the last 15 years the need for refuse disposal has gradually increased and the present demand <br /> for disposal is nearing the regulatory limits of the facility's current permit. In order to continue <br /> providing disposal services at the NRCR&SL, the San Joaquin County Department of Public <br /> Works is proposing the following revisions to the existing Solid Waste Facility Permit (permit) <br /> issued by the San Joaquin County Department of Environmental Health: <br /> • Increase the maximum permitted fill height elevation from 190 feet mean sea level (msl) <br /> to 420 feet above msl. 3 <br /> • Increase the maximum daily disposal limit from 825 to 1,200 tons of refuse per day. <br /> • Increase the limit of daily incoming refuse vehicles from 600 to 850 per day. <br /> • Restrict the hours of noise generated by heavy equipment use in accordance with the <br /> San Joaquin County Development Title (Chapter 9-1025.9)when such noise impacts <br /> neighbors. If no residences are impacted, then the hours during which heavy equipment <br /> could be used would not be restricted. <br />
