Expanding the areas covered in the current bi-weekly roadside clean-up of litter to <br /> additional thoroughfares near County owned facilities (Exhibit "A"); and, <br /> 2. Allowing residents in impacted areas near the County Solid Waste facilities to bring <br /> items illegally dumped, from properties adjacent to the roadway segments indicated <br /> on Exhibit "B", to the landfill free of charge. <br /> REASONS FOR RECOMMENDATION: <br /> On December 5, 2006, the Board of Supervisors approved certification of the final <br /> Environmental Impact Report for a height increase at the North County Recycling Center and <br /> Sanitary Landfill. Several residents expressed concerns with the proposed Solid Waste Facility <br /> permit revision, most notably regarding nuisance factors near the landfill. In conjunction with <br /> approving the Environmental Impact Report, the Board directed Public Works staff to develop <br /> and present, for further consideration, Good Neighbor Policy recommendations to address the <br /> nuisance concerns of nearby property owners. <br /> After reviewing the litter and illegal dumping complaints by nearby property owners and <br /> considering resource and liability factors, a Good Neighbor Policy consisting of two components <br /> is proposed. The first element is an expanded roadside litter clean-up program utilizing the <br /> Sheriffs C-Corps Program. The second element is a fee waiver for illegally dumped refuse from <br /> properties near County-owned Solid Waste facilities. Upon approval, the Good Neighbor Policy <br /> will be implemented at the following three Solid Waste facilities owned by San Joaquin County: <br /> The North County Recycling Center and Sanitary Landfill, the Foothill Sanitary Landfill, and the <br /> Lovelace Transfer Station and Sanitary Landfill. <br /> North County Recycling Center and Sanitary Landfill: Litter abatement efforts with C-Corps <br /> inmate crews will be extended along Harney Lane from State Highway Route 88 east to <br /> Clements Road, and along Jack Tone Road from Live Oak Road to Kettleman Lane. Fee <br /> waivers for illegally dumped refuse will be offered to property owners and operators along <br /> Harney Lane, between Tully Road and Clements Road. <br />
