The refuse was covered well and the deck was generally clean. <br /> Employees continued to make preparations for the daily operation,removing the tarp covers,spraying access roads and work decks with water,and <br /> picking up litter around the workface areas. The early traffic at the workface was scant. We also observed the disposal area(adjacent to Modules I& <br /> II),where the site supervisor stated they moved from on late afternoon of April 22. We observed that soil cover had been applied over the area but not <br /> quite adequate,as bits and pieces of some compacted refuse was visible on the surface. The site supervisor stated their schedule called for the <br /> placement of additional soil cover over the area and during the later periods of the morning operation,we observed scrappers hauling soil to the area to <br /> apply the required cover. <br /> -Board staff and the LEA also inspected the recycling and transfer station and green waste materials chipping and grinding aspects of the facility's over <br /> -all waste management practices. Both of the operations appeared to be running well at the time of the inspection. At the recycling and transfer station <br /> operation,County employees direct waste processing and diversion activities by inmates and other staff. The station operation appeared to be orderly <br /> and there was good dust control measure(water spraying)and we were informed that the facility also has sprinklers that can be activated,if necessary. <br /> At the green waste materials chipping and grinding operation,load checks are conducted to segregate treated wood and other materials and the pile <br /> temperatures are monitored and recorded. The operation supervisor indicated that the pad is scheduled to be re-surfaced in the coming months to <br /> eliminate some surface depressions where minor ponding was observed. <br /> -Board staff and the LEA reviewed the disposal site and municipal solid waste landfill unit records. Some records were at the site and others were <br /> located at the offices of the County Department of Public Works in the City of Stockton,as approved by the LEA. All required records were available for <br /> review and up-to-date,as applicable. Board staff and the LEA measured methane gas levels on two multi-depth perimeter monitoring probes(SG-1 <br /> and SG-9)using the LEA's Landtec GEM-2000 instrument. We obtained 0.00%methane readings in the probes. We also reviewed the records of the <br /> operator's 1st Quarter 2009 monitoring results on the currently available five multi-depth probes and the results indicated that methane levels were non- <br /> detect(0.00%). <br /> Other Notes of Inspection: Review of the adequacy of the perimeter gas migration monitoring probes at the site was conducted by both the LEA and <br /> CIWMB,as part of the newly required monitoring plan updates outlined in 27 CCR,Sections 20917 through 20939. The owner/operator of the North <br /> County Landfill submitted the required updated plans and the plans were approved on October 20,2008. The compliance date for the implementation <br /> of the approved plans is October 18,2009. <br />
