This review is <br /> authorized under an Interagency Agreement between the State Water Resources <br /> Control Board (SWRCB) and the DWR. It is beyond the scope of work for DWR staff to <br /> either accept or reject applications and/or specific engineering analyses. The purpose <br /> of this review is to provide the Regional Water Quality Control Board with the necessary <br /> guidance to evaluate the subject landfill. <br /> DWR staff was given the following correspondence for review. <br /> "30 Percent Design Report for Vertical Expansion of the North County Recycling Center <br /> and Sanitary Landfill, San Joaquin County, California." The report was dated <br /> December 12, 2007. Shaw Environmental, Inc. prepared the report for the San Joaquin <br /> County Department of Public Works Solid Waste Division. <br /> The report included information from 11 modules. Modules 1 through 4 exist and <br /> modules 5 through 11 are proposed. Information from DWR's review is presented <br /> below in the following sections. <br /> Foundation Soils <br /> The foundation is comprised of medium dense silty sands and clayey sands. The <br /> foundation soils, as described, should provide a suitable base for the landfill <br /> Configuration <br /> The landfill has 3:1 excavation slopes and 3:1 exterior slopes with 20-foot wide benches <br /> every 50 feet vertically. The landfill is currently permitted to 190 feet above mean sea <br /> level (msl). The bottom of the excavation varies but appears to be between 60 and 70 <br /> feet msl. Based on that, the permitted height of the landfill is about 125 feet. The <br /> proposed raise is to 320 feet msl, or a height of about 250 feet. Maximum stresses at <br /> the based of the proposed landfill are estimated to be about 20,000 psf at full height. <br />
