Hazelton Ave. <br /> Stockton, CA 95205 <br /> NOTICE OF INCOMPLETE JOINT TECHNICAL DOCUMENT, NORTH COUNTY <br /> LANDFILL, SAN JOAQUIN COUNTY <br /> Regional Water Board staff reviewed the September 2008 Amended Joint Technical <br /> Document (JTD) submitted with your application for revised waste discharge requirements <br /> (WDRs) for the North County Landfill. Our review included email addendums to the report <br /> submitted in response Board staff information requests. The JTD appears to be complete <br /> with the exception the landfill slope stability and related geotechnical analysis in the <br /> December 2007 report 30% Design Report for Vertical Expansion of the North County <br /> Recycling Center and Sanitary Landfill, prepared by Shaw Environmental, Inc. <br /> As discussed on the telephone last month, our primary concerns include selection of an <br /> appropriate design earthquake for the site and the possible need for a seismic deformation <br /> study,given that computed dynamic safety factors were less than the minimum specified <br /> under Section 21750(f)(5)(D) of Title 27 without requiring more rigorous analysis. The <br /> CIWMB indicated similar concerns. For more specialized review of the issues, we referred <br /> the report over to Mike Driller of the Department of Water Resources, which (through the <br /> State Water Resources Control Board) we have under contract to review slope stability of <br /> projects. Enclosed for your review is a copy of Mr. Driller's memorandum to us on the report. <br /> Among his comments are recommendations regarding design earthquake loading and <br /> methods for a simplified deformation study. <br /> By 12 August 2009, please submit a revised report that addresses the comments and <br /> recommendations outlined in Mr. Driller's memo.
