August 28, 2009 <br />This document presents the Winterization Plan for 2009/2010. The objective of this plan <br />is to provide six months of operation in wet weather. Some details of this plan may be <br />revised as needed to address conditions as they may develop as winter approaches. <br />VITROB '• . 0 <br />Winter refuse disposal is planned for three areas. The first area is the New Winter Pad in <br />Module 4 (Figure 1). This winter pad is comprised of compacted and oiled road base to <br />provide an accessible refuse disposal area when surface conditions prevent access to <br />other areas of the landfill during the winter. Refuse will be pushed off this pad to the west <br />and north. The New Winter Pad is intended to be the primary wet weather pad through <br />the winter of 2009-10. <br />The second area is the Lower Winter Pad in Module 4 (Figure 1). This winter pad is also <br />comprised of compacted and oiled road base to provide an accessible refuse disposal <br />area when surface conditions prevent access to other areas of the landfill. Refuse will be <br />pushed off this pad to the south. The lower winter pad is intended to be the secondary <br />wet weather pad through the winter of 2009-10. <br />The third area is the Upper Winter Pad on Module 3. This pad has been available for use <br />for several winters and is shrinking as the landfill lifts exceed 160 feet in elevation. This <br />pad will be available for use this winter for constructing the upper lifts during wet weather. <br />Refuse will be pushed south and west from this pad (Figure 1). <br />Planned erosion control prevention measures include: <br />Placement of organic material reclaimed from the windrow areas (windrow material), <br />anti -erosion mats, seed and starter fertilizer on the southern surfaces of module 4 <br />where existing mats are not present. On areas of this slope where existing mats are <br />present, windrow material, seed and starter fertilizer will be placed (Figure 1). <br />2 The shoulder at the top of the southern slopes of Module 4 will include berms <br />directing the surface flow to downcomer pipes.
