Inspection Report Comments: <br /> Pursuant to the Public Resources Code (PRC), Section 43220, staff of the California Department of Resources Recycling <br /> and Recovery(CalRecycle)conducted an 18-month inspection at the North County Landfill and Recycling Center with <br /> the LEA, Natalia Subbotnikova, and the operations supervisor Diego Chavez on May 31, 2017. <br /> 1)Operations-The site which included a Recycling Center and Green Waste recycling were satisfactory at the time of <br /> the inspection. No violation and/or area of concern were noted during the inspection. <br /> 2)Signage-All required signs were posted at the entrance of the scale house area. <br /> 3)Active Face-CalRecycle inspector and the LEA conducted the morning inspection, arriving at the active face area <br /> (Module-5-A)at approximately 8:30 am. The operator uses tarps for daily cover, which were already pulled from the <br /> active face. The tarps appeared to be in good condition. Observed spotters wearing proper PPE at the active face area <br /> directing incoming loads for commercial traffic only. The spotters also conduct load checks. Note: The LEA arrived at the <br /> site at 6:30 am to check daily cover at the active face. Tarps were in place, no exposed waste observed. <br /> 4) Bird Control -The operator contracts with a company that provides a radio controlled airplane that acts like a predator <br /> bird near the active face area to control birds. <br /> 5) Litter& Dust Control -All areas, including access roads, and off site were free of windblown litter. A light rain had <br /> fallen early this morning, so dusty conditions, not observed. <br /> 6) Intermediate Cover—No daylighting observed. <br /> 7) Capped Modules-All were in good condition and covered with vegetative growth. No erosion issues observed. <br /> 8)Green/Wood Waste Processing& Recycling—All material is located on paved surface and processed on a daily bases <br /> by separate contractor. Some of the finished material is colored after processing.A Temperature log is recorded daily for <br /> green material. For the month of May 2017, the highest reading was 131 degrees Fahrenheit. The operator keeps the <br /> piles turned to control temperature. <br /> 9) LFG Monitoring-CalRecycle inspector and the LEA measured methane gas levels in two selected landfill boundary <br /> perimeter LFG compliance monitoring probes(SG-1, SG-22), using the LEA's Landtec GEM-2000 instrument. We <br /> obtained zero amounts of methane gas readings from three(shallow, medium, and deep)well intervals. All below the <br /> regulatory limit of 5.00 percent. Note: High oxygen levels were noted in both of these monitoring compliance probes, <br /> medium, and deep probes. Further investigation may be needed. <br /> 10) Recycling Center—Observed at the main tipping floor, waste being sorted by San Joaquin County inmate work <br /> crews. The Recycling Center is completely under roof. Water misters were operating at the time of the inspection to <br /> control dust.A functional eye wash station is located near unloading area, on North side of building. Portable restrooms <br /> are located away from the main tipping floor, on the East side of the building. HHW area is well defined, removal <br /> frequency occurs once per month. Load checks are conducted for each incoming load, before it is unloaded. Secondary <br /> checks are conducted on the main tipping floor. <br /> 11) Records Review: On-site-CalRecycle inspector and the LEA reviewed the Log of Special Occurrences, Supervisor <br /> Daily Reports, Random Load Checks and Safety Training records (bi-weekly tailgates, Haz-woper training programs). All <br /> logs were shown to be current and updated. A log for inbound/outbound tonnages for Green/Wood waste was also <br /> reviewed. <br /> 12) Records Review:At the San Joaquin County, Dept. of Public Works Offices in the City of Stockton-CalRecycle <br /> inspector and the LEA reviewed the tonnage and traffic volume records, back to January 1, 2017, all of which showed <br /> that the receipts were within the permitted tons per day and traffic count per day. Also reviewed, were the results of the <br /> operator's last Quarter 2016, and first quarter 2017 LFG monitoring program, methane gas levels in all monitoring probes <br /> were all at 0.00% LEL. <br /> 13) Permit Review: The next FIVE YEAR PERMIT REVIEW application will be due January 1, 2020. The CLOSURE <br /> AND POSTCLOSURE MAINTENANCE PLAN (CPCMP): Plans were submitted on January 15, 2015, and were approved <br /> technically adequate on June 22, 2015. The NON-WATER CORRECTIVE ACTION COST ESTIMATE: Plans were <br /> submitted on July 25, 2014, and were approved technically adequate on May 13, 2015. <br /> CalRecycle Solid Waste Information System(SWIS) 2 of 2 <br />
