North County Sanitary Lan -2- 17 October 2017 <br /> San Joaquin County <br /> Staff observed the constructed lysimeters but did not observe the testing (See attached <br /> inspection report). Other areas of concern were not noted. <br /> Compliance Concerns <br /> The County must understand that without a properly installed, maintained, and sampled <br /> monitoring network for all units at the landfill, Compliance and Enforcement staff are evaluating <br /> all enforcement options to return this site to compliance with the WDRs. <br /> Summary <br /> Additional groundwater wells are needed to address the deficiencies of the Detection Monitoring <br /> Program (DMP). Currently, only two of eight wells are able to provide groundwater sampling <br /> data. The Discharger proposes to deepen wells G-3D and G-6. Background well G-1A also <br /> needs to be reconstructed. Furthermore, a release of LFG has been detected outside the waste <br /> management unit suggesting the LFG extraction system is not controlling LFG migration. <br /> Staff has outlined the DMP issues in a letter dated 19 June 2017, approving the installation of <br /> well G-9. To expedite the installation of the wells, by 31 October 2017 the Discharger shall <br /> submit a brief letter with location map and well construction detail based on the approved <br /> installation work plan for well G-9. The brief letter shall include the following scope of work: <br /> • Reconstruct wells G-3D, G-6, and background well G-1A. Submit a brief letter with <br /> location map and well construction detail. Wells will be installed per the approved G-9 <br /> work plan. <br /> • Propose to increase the corrective action measures (i.e. LFG extraction) to address the <br /> LFG release detected at soil gas probe SG-6. Corrective action measures at the site <br /> consist of LFG extraction and the expectation is that the Discharger will enhance the <br /> LFG extraction system by installing additional LFG extraction wells. Module M1/M3 is <br /> approximately 47 acres in size and only seven extraction wells are installed. The <br /> methane detections reported in SG-6 suggests the system is undersized and that <br /> several more extraction wells shall be installed to address the release. <br /> The Discharger shall submit PDF documents to Geotracker. Please send a courtesy email to <br /> staff notifying them of the upload, and provide the upload confirmation number. To ensure that <br /> your submittals are routed to the appropriate staff as quickly as possible, the following <br /> information should be included in any email used to transmit documents to this office: <br /> Regulatory Program Title 27 <br /> Unit Compliance <br /> Regulated Party Name (Discharger) San Joaquin County <br /> Facility Name Foothill Sanitary Landfill <br /> County San Joaquin Count <br /> CIWQS Place ID 224836 <br />
