Hazelton Avenue <br /> Stockton, CA 95201 <br /> SITE INSPECTION REPORT, NORTH COUNTY SANITARY LANDFILL, SAN JOAQUIN <br /> COUNTY <br /> The North County Sanitary Landfill is owned and operated by San Joaquin County (Discharger) <br /> and is regulated by Waste Discharge Requirements Order (R5-2010-0016) for construction, <br /> operation, and monitoring of the Class III Landfill. Staff inspected the site on 1 August 2017. <br /> The purpose of the site inspection was to inspect a new lysimeter design used to determine if <br /> the liner system of the module leaks. The design included two suction lysimeter installed within <br /> a lined pan lysimeter isolated from the liner system. During this inspection, the lysimeters were <br /> to be tested. Mr. Vinoo Jain (Title 27 Permitting) and Mr. Todd Del Frate (Compliance and <br /> Enforcement) of the Central Valley Water Board conducted this inspection jointly. <br /> Upon arrival at the North County Sanitary Landfill, staff met with County personnel and their <br /> contractors constructing Module 5B. Staff was led down to the module floor where equipment <br /> was spreading soil and preparing the base grade. Once on the floor, staff was shown the pan <br /> lysimeter location. Staff observed the pan lysimeter with two suction lysimeters encased in six- <br /> inch diameter PVC for protection. As seen in the photographic log attached, the suction <br /> lysimeters were installed and ready to be tested. <br /> To test the suction lysimeters, the installation contractor was going to flood the pan lysimeter <br /> with clean water, apply a vacuum, and then collect a liquid sample at the edge of the module. <br /> However, during this inspection, questions concerning the PVC casing design including the <br /> number of inlet holes required was discussed. Water testing was delayed and not performed <br /> during this inspection. Staff requested the installation contractor discuss with the Discharger <br /> and designer what was learned during the installation using this design and what could be <br /> enhanced. <br /> The site inspection was terminated following the request to discuss staffs issues with the design <br /> engineer. Mr. Vinoo Jain, staff engineer, scheduled a phone conference from the office with the <br /> design engineer. Other areas of interest including inspecting exposed edge of Module 5B liner <br /> and side slope vegetation.
