AC Title 27 CCR 20690 Alternate Daily Cover-An old manual tarps were used as ADC to cover the <br /> active face from the previous day. There were two holes in the tarps exposing solid waste. <br /> Continuation of AC from the previous month. <br /> a. Ensure all waste is completely covered daily. <br /> b. Take measures to maintain tarps in good,repair and adequately use them as ADC, <br /> c. Use the new tarps that are already purchased. <br /> 2. AC Title 27 CCR 20680 -Daily Cover- Observed exposed solid waste at the second winter pad used <br /> as a temporary public disposal area during tipping floor repair at the Transfer Station. <br /> a. Cover the solid waste with six inches of compacted soil at'the end of each operating day. <br /> -b. If noadditionalsolid waste-is-deposited-within-180 days compacted earthen-material-of at least 12 <br /> inches shall be placed on the surface to control vectors, fires, odors, blowing litter, and scavenging. <br /> 3. AC Title 27 CCR 20590T--Personnel Health and Safety=-Observed one truck-driver not wearing safety vest <br /> when out of her vehicle at the disposal area. <br /> a. Provide safety equipment to all personnel working at disposal area. <br /> b. Ensure that all personnel working at disposal area wear adequate safety equipment. <br /> Notes: <br /> A. The North County Recycling Center_was_closed.to.the-gener.atpublic during October 7-October 2.1,2007, <br /> due to repairs to the tipping floor. During this time all public were transferred to the disposal area at the <br /> landfill second winter pada On October 21, 2007the Transfer Station reopened for public. The commercial <br /> side is still closed due to concrete strength. <br /> B. Directional sign for general public use to access the disposal area at the landfill is still on site. Remove the <br /> sign immediately. Post a new sign at the scale house indicating that Transfer Station is back in <br /> operation. <br /> C. Observed recycling materials are still stored at the second winter pad. Remove all materials to appropriate <br /> area. <br /> D.
