"d <br /> Comments: <br /> 1. AC Title 27 CCR 20650 -Grading of Fill Surface-Ponding was observed at east side of module 1 <br /> a. Grade the area to promote lateral runoff of water and prevent future ponding. <br /> 2. AC Title 27 CCR 20680 -Daily Cover- Observed exposed solid waste at the second winter pad used <br /> as a temporary public disposal area during tipping floor repair at the Transfer Station. This area of <br /> concern will become a violation if not corrected by next inspection. <br /> a. Cover the solid waste with six inches of compacted soil at the,end of each operating day. <br /> _ <br /> b. If no additional solid waste is deposited within 180 days compacted earthen material of at least 12 <br /> inches shall be placed on the surface told"control vectors-,fires,odors,blowing litter,and scavenging. <br /> Notes: <br /> A. The North County-Recycling_Center was closed during October 7-October 21,-2007,_due_to repairs- <br /> to the tipping floor.Now Transfer Station is fully back in operation. <br /> B. Observed only one employee at the active face from lam until gam. Recommend more employees at <br /> the active face for the better load checking. <br /> C. Observed uneven surfaceatthe northsideof module-1.Provide adequate_grading. _ <br /> D. The new anti-erosion mats were placed on the southern slope of module 3 for erosion control. <br /> E. Lots of birds on active face.Provide adequate birdcontrol. <br /> F. Measured two perimeter soil gas wells for methane concentration: SG-I=0%--(a11-three probes), <br /> SG-2= 0% (all three probes). <br /> G. Records maintained and up to date. <br /> H.
