AC Title 27 CCR 20590 - Personnel Health and Safety - Observed one truck driver not wearing hard hat <br />and safety vest when he was out of his vehicle at the disposal area. <br />a. Ensure that all personnel working at disposal area wear safety equipment. <br />2. AC Title 27 CCR 20800 - Dust Control - Dusty conditions observed at the residential side of the transfer <br />station building. <br />a. Provide adequate dust control measures. <br />b. Recommend starting mist system and fire hose application before truck dumps load rather than after <br />load is dumped (to keep plumes of dust down more effectively). Starting mist/hose application after <br />load is dumped allows plums more time to migrate. <br />3. AC Title 27 CCR 20750 - Site Maintenance - Module 1 and 2 area was covered by overgrown vegetation <br />which had made it impossible to determine whether the cover was intact and functioning as it should. <br />The overgrown vegetation could pose a fire hazard especially with summer approaching. <br />a. Operator should maintain the vegetation at a minimum so that site cover inspection could easily be <br />conducted and to prevent surface fires from taking place which could cause a threat to public health <br />and safety and the environment. <br />Notes: <br />A. Tarps were completely covering the active face and no exposed waste was observed (previous <br />Violation cleared). <br />B. The erosion channels observed on the southeast corner of module 1, on the bottom of southwest <br />corner of module 1 and 2, and at the north slope of module 1 and 2 during April 2008 inspection <br />were repaired (previous AC cleared). <br />C. Measured two perimeter soil gas wells for methane concentration: SG -1= 0% (all three probes), <br />SG -2= 0% (all three probes). <br />D. Records maintained and up to date. <br />E.
