Violation Title 27 CCR 20800 - Dust Control - Very dusty conditions observed at the active face at time of <br />inspection. <br />Dusty conditions observed at the residential and commercial sides of the transfer station building. <br />Mister system inside the building was not being used to suppress plumes of dust generated by loaders. <br />a. Provide adequate dust control measures. <br />b. Recommend starting mist system and fire hose application before truck dumps load rather than after <br />load is dumped (to keep plumes of dust down more effectively). Starting mist/hose application after <br />load is dumped allows plums more time to migrate. <br />2. AC Title 27 CCR 20750 - Site Maintenance - Some of module 1 and 2 areas were still covered by <br />overgrown vegetation. The overgrown vegetation could pose a fire hazard especially in summer time. <br />Continuation of an AC from last month. <br />a. Operator should maintain the vegetation at a minimum so that site cover inspection could easily be <br />conducted and to prevent surface fires from taking place which could cause a threat to public health <br />and safety and the environment. <br />3. AC Title 27 CCR 20870 - Hazardous Wastes - Observed treated wood waste in the pile at the green waste <br />area. Facility personnel were not screening for hazardous wastes in the loads/piles. <br />a. Provide additional training to raise level of screening and handling of designated / hazardous wastes. <br />b. Need to more thoroughly check for and remove all designated / hazardous wastes in waste piles. <br />Notes: <br />A. Small erosion channels observed at the north slope of module 1 & 2. Fill in erosion. <br />B. Measured three perimeter soil gas wells for methane concentration: SG -8= 0% (all three probes), <br />SG -9= 0% (all three probes), SG -10=0% (all three probes). <br />C. Records maintained and up to date. <br />D.
