AC Title 27 CCR 20690 - Alternate Daily Cover - A manual tarps were used as ADC to cover the active <br />face from the previous day. There were several holes in the tarps. <br />a. Take measures to maintain tarps is good repair and adequately use them as ADC. <br />2. AC Title 27 CCR 20650 - Grading of Fill Surface - Top of module land 2 contained low spots which will <br />collect rain water. Operator is working on grading the surface. However, more grading is still needed. <br />a. Grade the area to promote lateral runoff of water and prevent future ponding. <br />3. AC Title 27 CCR 20921 - Gas Monitoring and Control = On September 15, 2008 San Joaquin County <br />PublicWorks submittedtothe EHD the -landfill -gas monitoring plan. -- The EHD will maintain an AC on the inspection report until the plan is approved by the <br />EHD, concurred in by the CIWMB, and fully implemented. <br />Notes: <br />A. A winterization plan has not been submitted to the EHD. Submit to the EHD a winterization plan by <br />September 30, 2008. <br />B. Dust control at the active face and in the transfer station building was adequate (Previous AC <br />cleared). <br />C. Measured two perimeter soil gas wells for methane concentration: SG -1= 0.0% (all three probes), <br />SG -2= 0.0% (all three probes). <br />D. The temperature of the green waste piles were 122 F and higher during several days. Last two <br />inspection reports recommend to add one column to the temperature log to indicate actions taken to <br />lower temperature. According to operator such form was provided to the contractor but there was no <br />evidence of using this form. <br />E. Operator needs to provide an additional recycling bin for the wood waste at the green waste area. <br />F. Random Load Inspection Records were not fully completed for 9/24/08. Be sure to fully document <br />- -- each working day at Random Load Inspection records. <br />G.
