AC Title 27 CCR 20690 - Alternate Daily Cover - A manual tarps were used as ADC to cover the active <br />face from the previous day. There were several holes in the tarps. Continuation of an AC from last <br />month. <br />a. Take measures to maintain tarps in good repair and adequately use them as ADC. <br />2. AC Title 27 CCR 20750 - Site Maintenance - The temperature of the green waste piles were 122 F and <br />higher during'several days. Last three inspection reports recommend to add one column to the <br />temperature log to indicate actions taken to lower temperature. Such form was provided by the <br />operator to the contractor but there was no evidence of using this form. All records were not current. <br />a. Provide current records. <br />3. AC Title 27 CCR 20921 - Gas Monitoring and Control - On September 15, 2008 San Joaquin County <br />Public Works submitted to the EHD the landfill gas monitoring plan. <br />The EHD will maintain an AC on the inspection report until the plan is approved by the <br />EHD, concurred in by the CIWMB, and fully implemented. <br />4. AC Title 27 CCR 20800 - Dust Control - Dusty conditions observed inside the transfer station building. <br />Observed no personnel at the transfer station building at time of inspection. <br />a. Provide adequate dust control. <br />Notes: <br />A. A winterization plan has been submitted to the EHD on September 30, 2008. <br />B. Top of modules 1 and 2 was graded (Previous AC cleared). <br />C. Measured two perimeter soil gas wells for methane concentration: SG -1= 0.0% (all three probes), <br />SG -8= 0.0% (all three probes). <br />D. Observed several recycling bins for the wood waste at the green waste area at time of inspection. <br />F. Random Load Inspection Records were not fully completed.
