Regulations <br /> X 20680-Daily Cover <br /> Comments:1. Exposed waste were observed in the area north-west of the current active face and on the slope north of the current active <br /> face. See photo. <br /> -Provide adequate daily cover as described in 27CCR20680. <br /> 2. The daily cover on the slope north of the current active face is between 1 to 2 inches. See photo. <br /> -Provide 6 inches minimum of compacted soil. <br /> 3. The wood and roofing materials used to construct winter pad near the current active face and at the winter pad area are not covered. <br /> Per CIWMB representative,wood and roofing materials/waste are not acceptable materials to use for winter pad construction or for wet <br /> weather operation. See photo. <br /> Provide adequate cover for all waste. <br /> Cease using wood and roofing material for winter pad construction. <br /> X 20810-Vector and Bird Control <br /> Comments:-Lots of birds on the active face. The air cannon is not functional. The phatom(a tube kite on a pole)is not functional or <br /> affective. The birds fly away only when the compactor,dozer or truck approaches them and return immediately after the equipment passes. <br /> See photo. <br /> -Provide adequate and effective bird control. <br /> -The EHD documented the lack of bird control under AC on the previous inspection report. <br /> X 20820-Drainage/Erosion Control <br /> Comments:-Several erosions are on the west slope of the current module. Per operator,the area is too wet to repair the erosion. See <br /> photo. <br /> -Repair all erosions. <br /> -Provide adequate erosion control. <br /> X 20925-Perimeter Monitoring Network <br /> Comments:-The new gas probes were installed in July,2009. The fourth quarter gas monitoring was done using the old gas probes on <br /> October 15,2009. No new gas probe was monitored during the fourth quarter gas monitoring. <br /> All parimeter gas probes shall be monitored during the quarterly gas monitoring. <br /> Inspection Report Comments: <br /> 1. Tarps are used as ADC. <br /> 2. The piles in the green waste area are smaller than the previous month. The operator has maintained the record of inbound and outbound <br /> volume/weight of all wastes. <br /> 3. According to the onsite record,only one temperature reading is taken daily;the temperature of the green waste pile exceeds 122 F every day. The <br /> operator is to monitor and maintain records of the temperature of every pile in the greeen waste area. According to the operator,the form for recording <br /> the temperature of each pile has been established,it will be implemented. <br /> 4. The concentration of gas in SG1 and 2 is 0%. <br /> • <br />
