6 <br />CalRecycle <br />Disposal Facility Inspection Report (52) <br />THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF THE DIVISION 30 OF THE PUBLIC RESOURCES CODE (PRC) AND TITLE 14 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS (CCR) <br />- Grading of Fill Surfaces <br />Comments: Ponding observed at the green waste area and at the active face from the recent rain. <br />Grade the area to promote lateral runoff of water and prevent future <br />- Drainage/Erosion Control <br />Comments: Erosion channels were observed on the east side of module 4 and on the south side of modules <br />1 &2. Continuation of AC from the last inspection. <br />- Repair the erosion channels to prevent future waste exposure. <br />- Provide adequate erosion control. <br />Notes: <br />A. On April 5, 2010 the San Joaquin County Environmental Health Department issued the revised Solid Waste Facility <br />Permit for the North County Recycling Center and Sanitary Landfill. The next Permit review date is April 5, 2015. <br />B. According to San Joaquin County Department of Public Works the difficulty in taking a measurement at the shallow <br />probe of perimeter migration monitoring well SG -16 is apparently due to saturated soils. The saturation is caused by the <br />seasonal water flow. To meet conditions in Title 27 CCR 20925 for the shallow stratum at all times the operator proposed <br />to install two shallow single -probe wells (SG -16A and SG -1613) in unsaturated soil located north and south of well SG -16. <br />Distances between these wells and wells installed in 2009 are less than 1000 feet. The work plan was approved by the <br />EHD on April 9, 2020. <br />C. The perimeter gas migration wells were not monitored during the routine inspection. The gas meter is in for service. <br />D. Vegetation at the entire site maintained at a minimum. <br />E. Records maintained and up to date. <br />F. Previous AC cleared. <br />
